qualified human resource especially in the field of science and technology. Thousands of Ph.D. graduates are
needed for newly established universities and to replace retiring professors presently at the rate of 300 per year.
Lacking the necessary support, over 150 Ph.D. programs in Thai universities have been producing only 100
 graduates per year. Previous attempts to solve the problem by giving scholarships for studying abroad had been
ีhampered by the present economic crisis. Hence, the country is very much in need of a program to produce
sufficient number of international standard Ph.D. graduates.


An Innovative Program: Strategy and Budget At present there are 22 universities in Thailand which offer over 260
Ph.D. curricula covering all major disciplines.


Awarding of 1998-2007 RGJ Grants For the first four years of the project(1998-2007), 1873 RGJ grants were
awarded to some 322 Ph.D. programs covering engineerings, sciences, health sciences, agriculture, social
sciences and humanities in 20 state and private universities in Thailand. The grantees (Ph.D. advisors) had co-advisors or collaborators in foreign universities from 39 countries.

The RGJ strategy provides a unique mechanism and opportunity for universities to enhance desirable and
sustainable international collaboration. University faculty members in most major subjects may participate in the RGJ
program as co-advisors or collaborators. It is quite feasible that the processes will eventually lead to meaningful
exchanges of faculty and students, and the long-term goal of forging partnerships for research activities - the basic
objectives of most academic co-operation Agreements and MOU's made between Thai and foreign universities.
